Mission
Recreational Sports Outdoor Program is dedicated to promoting healthy, active lifestyles and connections to the natural world through personal and professional experiences. Recreational Sports Outdoor Program is a Student Service Fee supported department under the Vice-Chancellor for Academic Support and Student Life. Recreational Sports Outdoor Program is a voluntary sports program. Individuals assume the responsibility for their own health and safety. They participate at their own risk.

Intramurals
Intramural Sports at UMD offers league and tournament competition in Men's, Women's and Co-Recreational divisions. These categories are further divided into levels of competition from less competitive (maroon) to highly competitive (gold), depending upon the interest and structure of each event. The Intramural staff will assist in the coordination of organized competition for other campus programs. Information is available in the Recreational Sports Outdoor Program Office.

The following GUIDES TO PARTICIPATION have been developed to govern all Intramural competition. The GUIDES are intended to provide a framework for organization of the competitive sport opportunities at the University of Minnesota Duluth. In addition, the GUIDES serve to promote fair play and sportsmanship among participants and spectators in the Intramural sports program.

Staff Information
This is info about the staff

Officials
The officials program is perhaps the most important element of the Intramural Sports Program. The department takes pride in hiring and training interested men and women for all major team sports including basketball, floor and ice hockey, broomball, flag football, softball, volleyball, soccer and various meet events. Student officials develop and improve a wide variety of skills including decision making, conflict resolution and leadership skills. Many officials earn certification from and officiate Minnesota State High School League contests. For more information, contact the Recreational Sports Outdoor Program office.

Entry Procedures
Where and How?
Entry forms for all sports are available in the following areas: Kirby Student Center brochure rack; RSOP office 153 SpHC; RSOP Night Office 199 SpHC; and lobby of Sports and Health Center. Entry fees are payable in the RSOP office (153 SpHC). Receipts for all payments are issued and should be retained until the league or tournament is over.

When?
Entry deadlines for most Intramural events are listed in the RSOP Catalog. In addition, entry deadlines will be listed on the entry form for each sport. ALL ENTRY FEES MUST BE PAID BY 4:00PM ON DEADLINE DAY, UNLESS AN EARLIER DEADLINE IS REQUIRED. NO LATE ENTRIES WILL BE ACCEPTED. ENTER EARLY AS SPORTS DO FILL UP.

Costs?
The cost of Intramural events range from $2.00 per individual to $55.00* per team. Fees collected directly offset the cost of running and operating a quality program. In an effort to fairly equate costs with participation, the following fee schedule has been put into effect:
Major Team Sports.........$20.00 - $55.00/team *ice hockey - $95.00
Team Tournaments....... $10.00 - $25.00/team
Individual/Dual Sports.... $2.00 - $5.00/individual
Certain Sports may require additional fees to cover costs.

Refund Policy
In the event that a refund is approved by the Intramural Staff, the following policy will be followed:

  1. Refunds will be issued at the RSOP office and ONLY to those individuals bearing their original RECEIPT.

  2. Refunds will be issued in CHECK FORM and take a minimum of 14 days to process.

  3. Checks will be made out to the individual whose name appears on the receipt.

  4. Failure to respect and adhere to this policy will result in the individual not being granted a refund and may incur disciplinary action.

Mandatory Team Meetings
Intramural events require attendance by at least one team representative at a pre-season captain's meeting. Intramural rules, regulations and any questions participants may have are covered at these meetings. For this reason, ATTENDANCE IS MANDATORY FOR EACH TEAM. FAILURE TO HAVE A REPRESENTATIVE AT THIS MEETING WILL RESULT IN YOUR TEAM LOSING THE OPPORTUNITY TO ADVANCE TO POST-SEASON PLAY FOR MAJOR TEAM SPORTS AND LOSE OF PLAYING PRIVILEGES FOR WEEKEND OR INDIVIDUAL TOURNAMENTS. Dates, times and locations for all meetings are listed on each entry form and in the RSOP office

Rules
All intramural rules are developed with safety, fair-play and fun as underlying considerations. Rules for each sport or event are handed out and discussed at the team captain meetings.

EACH TEAM IS RESPONSIBLE FOR KNOWING THE POLICIES AND RULES OF THE SPORT(S) IN WHICH THEY ARE PARTICIPATING. IGNORANCE OF THESE RULES WILL NOT AFFECT DISCIPLINARY DECISIONS MADE BY THE RSOP STAFF.

General Eligibility
A. Individual

The following individuals are eligible to participate in the Intramural Sports Program at the University of Minnesota Duluth: Full-Time student service fee paying students or UMD staff and part-time students with current facilities pass. In addition:

  1. STUDENT is defined as any undergraduate or graduate who is currently enrolled as a student (day or night, full or part-time) and can produce a University I.D. or facilities pass. Area college students are not eligible for Intramural Sports but may participate in informal and Club Sport activities.

  2. STAFF is defined as any person who is receiving compensation for services rendered to the University, is listed as an employee of a department within the University and can produce University identification accompanied by a current, valid facilities pass.

B. General Eligibility

An individual can participate for only one team (per sport or contest). THE TEAM THEY FIRST REPRESENT WILL BE THE ONLY TEAM FOR WHICH THE PERSON CAN PLAY FOR THE REMAINDER OF THE SPORT OR CONTEST BEING PLAYED. An individual may compete on ONE men's or ONE women's team as well as ONE co-intramural team.

  1. Any player using an assumed name will be subject to a ruling by the Intramural Staff. The team they represent will forfeit all contests that they play in and will also be subject to a ruling by the Intramural Staff.

  2. EACH PERSON IS RESPONSIBLE FOR KNOWING THE STATUS OF THEIR ELIGIBILITY. ANY QUESTIONS SHOULD BE REFERRED TO THE INTRAMURAL STAFF PRIOR TO PARTICIPATION. CAPTAINS ARE RESPONSIBLE FOR THE ELIGIBILITY OF THEIR TEAM MEMBERS.

    a. Further: participants in any sport must be listed on the official roster/entry form, kept in the RSOP office, or registered prior to participation in the night office (199 SpHC). Roster additions and deletions must be made IN PERSON. NO ROSTER ADDITIONS WILL BE ALLOWED AFTER COMPLETION OF REGULAR SEASON PLAY.

    b. All participants competing in any sport must be listed on the game/score sheet at the site of the contest, or have a temporary game pass.

    c. ALL PARTICIPANTS MUST BRING A CURRENT UNIVERSITY OF MINNESOTA DULUTH PICTURE I.D. INDIVIDUALS UNABLE TO PRESENT CURRENT UMD I.D. WILL NOT BE ALLOWED TO PLAY IN THAT OR ANY OTHER SCHEDULED INTRAMURAL GAME UNTIL PROPER IDENTIFICATION IS PRESENTED TO THE DESIGNATED INTRAMURAL SPORTS STAFF MEMBER. Part-time students and staff must purchase a facilities pass in the RSOP office (153 SpHC) in order to participate in Intramurals or to use the sport facilities.

I Roster Additions
Players may be added in the following manner:

1. Players may be added between 8am and 4pm in the day office (153 SpHC) and between 4pm and closing (usually 10pm) in the night office (199 SpHC). Anyone may add a player (need not be the captain), but it must be done in person. We will not add players over the phone. You must have all of the following information to add a player:
-full name
-phone number
-ID number or facility pass number
-sport
-team name
Players added in this manner will not be eligible or listed on the roster until the following day

2. Players may add themselves by going to the night office (199 SpHC), prior to their game and presenting their U-Card. You will need to provide the following information in order to receive a temporary game pass:
-full name
-phone number
-ID number or facility pass number
-sport
-team name
This type of player add may only be done IN PERSON. You will be eligible to play immediately and your name will be listed on the roster the following day.

II Athletic Eligibility/Sport Club Eligibility
1. Professional Eligibility

a. Any person who has established oneself as a professional in any sport will be ineligible in that sport or its related sport.

b. Professionals are eligible to compete in intramurals in their professional sport field as soon as amateur status has been granted. As such, any person recognized as a professional by any organization (NCAA, AAU, etc.) shall be ineligible to compete in their professional sport field. The Intramural Staff will make rulings on all questionable cases.

2. Intercollegiate Athletic Eligibility

a. Past Varsity Athletes
Individuals who have earned a varsity letter or award in a sport or it's related sport at a four year or two year college and have exhausted their eligibility, will be eligible to compete in that sport or it's related sport as follows:

GOLD League: the individual will not be eligible to compete for a period of one academic semester from the conclusion of the season (last day of practice or last game). Only two former varsity letter winners from the previous year/season may compete per team.
MAROON League: the individual will not be eligible to compete for a period of one academic semester from the conclusion of the season (last day of practice or last game). Only one former varsity letter winners from the previous year/season may compete per team.
An athlete who has been dropped, quit or cut three weeks prior to the first regularly scheduled game are eligible to compete in that sport subject to the restrictions listed in this handbook.

b. Current Varsity Athletes
Individuals who are receiving an athletic scholarship or current members of an intercollegiate athletic team may not compete in that sport or it's related sport during or after the completion of the varsity season until one academic year has elapsed unless an eligibility request has been forwarded to the Intramural Staff and is granted. Any individual who has or had access to priority facilities, equipment, training materials and/or coaching as provided by the Athletic Department shall be considered a member of an intercollegiate team. This includes "red shirts".

3. Sport Club Eligibility

a. For Intramural eligibility purposes, a sport club member is defined as any student or staff person who participates with a club more than once in an academic year. A sport club member is any student/staff person that is registered with a club (on roster) or pays dues or attends club sessions.

b. A sport club member may participate in a specific or related sport. However, if more than two present members of a sport club compete per team, the team must play in in the Gold League. In the Gold League, no more than 50% of the team roster may consist of sport club members. In addition, the number of sport club members permitted on the field/court at the same time shall not be more than 50% of the number needed to field a team. (Broomball-3, Outdoor Soccer-6, Indoor Soccer-3, Volleyball-3).

c. Sport club eligibility request may be obtained at the RSOP office.
Please consult the Intramural Director if you have questions regarding sport club eligibility.

* A total of two past (one year) or present varsity baseball or softball players may play per team.
** Only two intercollegiate hockey players may play per team with further restrictions as described in the rules.
*** All related sports without an asterisk are considered ineligible sports for professional, intercollegiate and sport club. If you have any questions stop by the RSOP office.

III Competitive Levels
A. Intramural Sports are offered in two different competitive levels when possible. This differentiation is created to provide competition that will incorporate varied levels of skills and intensity. These leagues will compete in separate post-season tournaments. Generally, if fewer than four teams from a level qualify for the playoff competition, all teams in that sport will play in the same tournament.

  1. Gold- highly competitive league which competes in league games with advancement to a post season tournament for all teams not forfeiting or serving a disciplinary action ruling for rule or policy violation.

  2. Maroon- less competitive league which competes in league games with advancement to a post season tournament for all teams not forfeiting or serving a disciplinary action ruling for rule or policy violation.

* Smaller leagues may require the combining of the two levels for regular season play. In these instances, every effort will be made to offer separate post season tournament play.

IV Forfeits
A. All games shall be played on the date and hour as scheduled. A team not ready to play within five minutes of the scheduled start time will be charged with a forfeit.
GAMES LOST BY FORFEIT SHALL NOT BE RESCHEDULED FOR ANY REASON.

    1. The teams present must have a full complement of players as set forth in the rules or both teams will be charged with a forfeit.

    2. Any deviations from the forfeit time period or full complement of players rule will not be allowed.

B. ONE FORFEIT WILL RESULT IN THE TEAM BEING DROPPED FROM PLAYOFF COMPETITION IN INDIVIDUAL AND TEAM SPORTS.

C. Two Forfeits will result in the individual or team being dropped from further competition during league play. Consult RSOP office before assuming a team has been dropped.

V Postponements
A. Inclement weather postponements will not be made until 2:00pm on the day of the contest. It is the team captain's responsibility to contact RSOP for a decision. We will try to reach the team captain by phone or e-mail. Canceled games will be rescheduled whenever possible.

B. In the event that a team wishes to reschedule a game because of conflicts, they may do so only with the consent of the Intramural Staff and BOTH teams and/or captains. Rescheduling should be completed during the first week of scheduled play. Requests made after the first week will be denied. Not all requests made will be accepted, some sports may not have the ability to have rescheduled games.
Requests must be made at least two full business days prior to the contest.
Rescheduling procedures are as follows:

  1. A team desiring to postpone the event must contact the supervisor for that sport in person to discuss possible rescheduling times.

  2. If opponents consent to postpone the game to the pre-arranged times set forth by the Intramural Staff, both team captains will be contacted to confirm the rescheduled date and time.

C. PRIOR TO CERTAIN MAJOR SPORTS, TEAM CAPTAINS WILL BE INFORMED AT THE MANDATORY MEETING THAT RESCHEDULING WILL NOT BE POSSIBLE. THIS IS DUE TO A HIGH NUMBER OF ENTRIES AND LIMITED FACILITY AVAILABILITY.

VI Playoffs
A. All teams not forfeiting in league play or serving a disciplinary action ruling for rule or policy violation will advance to the playoffs. Seeding will be conducted by record only. NO ADDITIONS CAN BE MADE TO A TEAMS ROSTER AFTER THEIR LAST REGULAR SEASON GAME.

B. PLAYERS MUST HAVE PLAYED IN AT LEAST ONE REGULAR SEASON GAME TO BE ELIGIBLE FOR PLAYOFF COMPETITION.

C. There will be no rescheduling of playoff games.

VII Awards
The Champion of the post-season tournament will receive a UMD Intramural Champion T-Shirt, which will be allotted to each team in the following quantities:

  • 15 T-Shirts - Ice Hockey, Outdoor Soccer

  • 14 T-Shirts - Flag Football, Softball

  • 12 T-Shirts - Broomball, Indoor Soccer, Floor Hockey, Ultimate Frisbee

  • 10 T-Shirts - Basketball, Water Polo

  • 8 T-Shirts - Volleyball

  • 5 T-Shirts - Bowling, Curling

  • 1 T-Shirt - Individual sports

NOTE:
The maximum number of shirts a participant may receive for any one event is 1. Additional participants on a championship roster may purchase T-shirts at a price determined by the Intramural Staff. Shirts will be awarded only to those individuals participating in at least 50% of a team's scheduled contests.

VIII Protests
A. Protests may be made on the use of an ineligible player or when improper
interpretation or enforcement of the rules effect the outcome of the game. NO PROTEST MAY BE MADE ON AN OFFICIAL'S JUDGEMENT OR JUDGEMENT CALLS.

B. If the protest does not involve ineligibility, it must be made upon the field/court of play AND DULY NOTED BY THE INTRAMURAL OFFICIAL AND SUPERVISOR ON DUTY. The protesting team must make sure that the exact time of the contest, score and particulars of the play in question are noted by the officials and supervisor in charge before resuming play. A protest made be made before the next play takes place. If this procedure is not followed, the protest in question will be considered invalid.

C. All Protests must be followed by a written report and discussed with the Intramural staff by noon the following day.

D. If the protest involves ineligibility it can be made on the field/court of play or immediately after the completion of the contest. Eligibility protests must be accomplished by further evidence that the player is, in fact ineligible. The protesting team must furnish one of the following:

  1. Written and Signed testimony of a witness.

  2. Dates and times validating illegal participation.

  3. Pictures, rosters, etc., that can show ineligibility.

    This evidence must be filed by noon the following day with some exceptions allowed upon request.

E. Upon receiving a written protest and further documentation as required by the above stated Intramural policies , the Intramural staff will investigate the protest and decide on the validity of the protest. If the protest is sustained, be it other than eligibility, the contest will be replayed from the point of protest.

IX Sportsmanship
The following sportsmanship policy is in place to encourage an enjoyable recreational experience for participants and officials.
At the conclusion of each contest, game officials will rate each team based on the sportsmanship exhibited for that game.

A numerical system will be utilized as follows:

5- Exceptional sportsmanship exhibited towards participants and officials.
Individuals on this team were respectful of opponents and officials and encouraged each others efforts. At no time was this team disrespectful towards participants or officials.

4- Good sportsmanship exhibited towards participants and officials. Individuals on this team were respectful of opponents and officials except one or two minor instances.

3- Acceptable sportsmanship exhibited towards participants and officials.
Individuals on this team were generally respectful of participants and officials, but on a number (more than two) of occasions they were disrespectful of opponents or officials.

2- Sportsmanship needs improvement.
More than one individual on this team was disrespectful of opponents or officials or a particular individual was often disrespectful of opponents or officials.

1- Unacceptable sportsmanship.
Majority of individuals on this team were disrespectful of opponents or officials on a regular basis or more than one individual was regularly disrespectful of opponents or officials. This team should reexamine the purpose of Intramural Sports.

Ratings will be monitored and any team receiving a "1" will be placed on probation. Any team averaging less than a "3" at the conclusion of the regular season will be excluded from playoffs. Any team averaging less than "3" after three games will be notified of their rating. Any team receiving two "1's" will be immediately dropped from the league. Any team receiving a "1" during playoff competition will be dropped from the tournament. There will be no appeal process on a rating you received. As captains you are responsible for the conduct of your team. Play hard, have fun and be a good sport.

X Disciplinary Statement
A. In the event an individual(s) or spectator(s) conducts himself or herself in an unsportsmanlike manner during an Intramural competition, the official(s) or supervisor(s) of the game have complete authority in taking action, as they deem necessary, to keep the game in control and to protect the safety of all participants.

B. The severity of the incident, as judged by the official or supervisor on duty or the Intramural director (if present), may result in any of the following actions:

  1. Warnings (Yellow card is an official warning, player must sit out until next
    available substitution or sit out as discussed during the mandatory captain's meeting.)

  2. Ejection from the game (RED CARD). Automatic one game suspension.
    Player must leave playing area within one minute and fill out proper paper work with the supervisor on duty.

  3. Suspension of the game. This is where play by one or both teams is out of control and is called for the safety of the players and officials.
    Items 2 and 3 will be reported to the Intramural Director for further action.

C. Incidents reported to the Intramural staff will be investigated and it is in the best interest of all teams/individuals involved in any protest or disciplinary action to follow the guidelines designated to accommodate fair and effective rulings.

D. With respect to DISCIPLINARY ACTIONS, the supervisor on duty and officials will stop the game and fill out a DISCIPLINARY ACTION FORM. Statements will be taken from all officials and if the situation warrants, play will be resumed.

E. Each individual/team involved must contact the Intramural director's office (153 SpHC) by 2:00 p.m. the following day. Written statements describing the incident will be required at the time of questioning, and should be brought to the appointment. FAILURE TO CONTACT THE INTRAMURAL OFFICE BY THE DESIGNATED TIME WILL RESULT IN FURTHER PENALTIES FOR BOTH THE INDIVIDUAL OR TEAM INVOLVED, INCLUDING LEAGUE SUSPENSION AND SUSPENSION FROM PARTICIPATION IN INTRAMURALS FOR A PERIOD OF TIME TO BE DETERMINED BY THE INTRAMURAL STAFF AND AS DEEMED APPROPRIATE FOR EACH CIRCUMSTANCE. Statements will be taken from intramural supervisor(s) and official(s) on duty at the time of the incident.

F. Upon completion of the investigation, the Intramural staff will rule on the individual(s) and/or team(s) involved. Penalties could include suspension from Intramurals for a given time period. Any incident judged to be of serious concern will be referred to the proper authority for further action.

G. ANY INCIDENT INVOLVING VERBAL OR PHYSICAL ABUSE OF AN INTRAMURAL OFFICIAL WILL RESULT IN STRICT DISCIPLINARY
ACTION BY THE REC SPORTS STAFF.

XI Appeals
A. If a team believes that extenuating circumstances or actions by the Rec Sports Staff contributed to a forfeit, they may appeal in writing to the Intramural Staff. The following criteria will be used when considering appeals of forfeits:

  • - were there unpreventable, extenuating circumstances that affected a team's ability to field a legal roster or mandatory meeting?

  • - could the team, through better organization or communication have avoided the forfeit or missed meeting?

  • - was Rec Sports given ample advance notice of the potential for forfeit?

  • - did actions of the Rec Sports Staff significantly contribute toward the forfeit?

  • - what is the precedent in dealing with similar appeals?

* THERE WILL BE NO APPEALS PROCESS AVAILABLE FOR
DISCIPLINARY ACTIONS PUT INTO EFFECT DUE TO ABUSIVE OR VIOLENT BEHAVIOR OR FOR MISSING THE MANDATORY CAPTAINS MEETING.

XII Accident Policy
A. All students, staff, and faculty are urged to obtain a physical examination before participating in the Intramural Sports program

B. Participants are responsible for knowing their own physiological limitations and are responsible for their own participation.

C. All accidents and injuries sustained during Recreational Sports activity should be reported to the supervisor on duty or to the Recreational Sports office within 24 hours of injury.

D. Injuries should be treated at the University of Minnesota Student Health Clinic if possible and those persons refusing first-aid treatment must sign the waiver as such.

E. The Recreational Sports Department does NOT carry an insurance policy for injuries. Each participant must have her/his own insurance policy provided personally through the University and, in case of Alumni or other Special Community users, as provided by their personal insurance company. Parents and/or legal guardians of minors who are injured during their participation in Recreational Sports activities will assume full insurance responsibility.

F. Recreational Sports is a voluntary sport program.

INDIVIDUALS PARTICIPATE AT THEIR OWN RISK.
